Singapore’s Ministry of Manpower (MOM) has updated  guidelines for Singapore entry approval for Indian travelling to Singapore from 26th April 2022. The Immigration and Checkpoints authority has clearly stated that Indians might be turned away if they don’t pass the health sanctions. Their website clearly states the revised guidelines.

Singapore is partially open to tourists, and the entry approval requirements for Indians to Singapore depend on their vaccination status. Singapore has relaxed quite a few restrictions for fully-vaccinated Indians. However, unvaccinated Indians have to undergo strict Covid-19 entry procedures before entering Singapore.

Requirements for Singapore entry approval  from India

Under Singapore’s Vaccinated Travel regulations, fully vaccinated Indians arriving from all countries can enter Singapore without undergoing any quarantine, testing or  requirements for Singapore entry approval from India .

Non-fully-vaccinated Indians are not allowed to enter Singapore unless Singapore entry approval for Indian is obtained. They are required to go through a pre-departure Covid-19 PCR test followed by a 7-day quarantine or Stay Home Notice (SHN) upon arrival.

Please note that Singapore entry approval does not apply for:

• Singapore Citizens or Permanent Residents
• Long-Term Pass holder, including In-Principle Approval holders, born between 2005 and 2010 (inclusive), and arriving before 1 Jul 2022 only. Entries from 1 Jul 2022 will require them to be fully-vaccinated.

Singapore entry approval guidelines for Vaccinated Indians

Indians aged 13 and above may enter Singapore as per normal entry approval procedure without testing or quarantine, only if they have taken the minimum WHO-EUL vaccine dosage listed below at least 2 weeks before entering Singapore. The authorised vaccines in Singapore are:-

3. One dose of CanSinoBIO/Convidecia or Janssen/J&J vaccine
4. Two doses of AstraZeneca, Covaxin, Moderna/Spikevax,
5. Covishield vaccine is given with a 24-day gap in-between
6. Two doses of Novavax/Covovax/Nuvaxovid, Pfizer/BioNTech/COMIRNATY, or Sinopharm vaccine is given with a 17-day gap in-between
7. Two doses of Sinovac vaccine is given with a gap of 13 days in-between
8. Mixture of any two doses of vaccines listed in points 1-4 with at least 17 days gap in between
9. Any of the vaccination combinations listed in points 1-5 after recovery from COVID-19
10. At least one dose of any WHO EUL-approved vaccines listed in points 1-4, taken at least 28 days after a COVID-19 + diagnosis.

The following types of vaccination certificates in English or translated to English are acknowledged if they contain personal identification details (e.g. name, date of birth, ID number) that match with the traveler’s passport:

1. Digital vaccination apps that clearly show that vaccine dosage is taken
2. Hardcopy certificates that clearly shows that vaccine dosage is taken
3. Acceptance letter from the Vaccination Check Portal if you hold a digital vaccination certificate issued by countries/regions in this document

Indians who meet the COVID-19 requirements mentioned above may skip to the other general  requirements of Singapore entry approval for Indian.

Vaccinated Indians are also required to undergo Immigration Clearance in Singapore. Indians are encouraged to use the automated clearance gates if they are eligible.

Singapore entry approval guidelines for Non-Vaccinated Indians

Indians will be considered non-fully vaccinated if they do not satisfy the conditions above, which include:

• Vaccinated with COVID-19 vaccines not mentioned in the above list
• Did not finish the minimum dosage of the vaccines mentioned in the above list
• Has Recovered from COVID-19 but did not finish the minimum dosage of the vaccines mentioned in the above list.
• Medically certified to be ineligible for any COVID-19 vaccines mentioned in the above list.

Indians, above the age of 13, who are not fully vaccinated with Covid 19 WHO vaccines and want to enter Singapore, will have to go through the following procedure for Singapore entry approval from India:

A Pre-Departure Test (PDT) has to be done within 2 days before entering Singapore. Take any of the following COVID-19 tests:

1. COVID-19 PCR Test
2. Antigen Rapid Test (ART) administered by a trained professional or self-administered ART which is supervised by an approved ART provider in Singapore  for Singapore citizens, PRs and Long-Term Pass Holders (including In-Principle Approval holders) only

The Pre-Departure Test (PDT) report, which shows a negative test result, must be in English or a notarized English translation. It should clearly state the name, date of the test, as well as the traveler’s date of birth or passport number per the passport used to travel to Singapore.

The PDT is mandatory before non-fully vaccinated passengers are allowed to board their flights to Singapore. They will also be required to present their valid COVID-19 negative RT-PCR/professionally administered ART test result upon arrival in Singapore.

Indians will further be placed on a  7-day quarantine or Stay Home Notice (SHN) upon arrival until they are directed by the relevant authority to leave their accommodation, or are scheduled to take their mandatory SHN-exit COVID-19 (PCR Test).

Non-fully vaccinated Indians who are certified COVID-19+ between 14 to 90 days (inclusive) before departure for Singapore may qualify for exemption from COVID-19 tests.

Singapore’s Yellow Fever Entry approval requirements for Indians

Indians who have visited any country/region in Africa or Latin America identified by the WHO to be at risk of Yellow Fever transmission in the past 6 days before arrival in Singapore must Produce an International Certificate of Vaccination for Yellow Fever.

Indians must serve 6-day quarantine on arrival if they cannot meet the above requirements. Quarantine also applies to children aged 1 year and below or who have medical contraindications to Yellow Fever vaccination.

Other general requirements for Singapore entry approval for Indian

Indians must meet the following basic entry approval criteria to enter Singapore:

• A passport with a minimum of 6-month validity if you are not a Singapore passport holder.
• Indians should apply for a Transit visa if they require one  apply for a Visa
• Indians can avail Visa-Free Transit Facility for stay of less than 96 hours in Singapore if they are eligible.
• Indians must fill in the SGAC declaration 3 days before arrival.
• Please ensure that you do not bring prohibited items into Singapore.
• Indians should know all about the immigration/customs clearance procedures, including whether they are eligible for automated clearance
• Indians should have sufficient funds, flight tickets and visa. They should ensure that they do not stay beyond your visa validity.
• Indians who wish to stay beyond the period of stay permitted by the visa can apply for a visit pass extension online using the e-Service.
