Two wheeler ownership transfer fees are as follows:
Motor cycle – Rs. 150
Imported motor cycle – Rs. 1250
If Registration Certificate is issued as smart card, RTO charges extra ₹200.
If you buy used bike with loan from bank or financial institution, you must add hire purchase / lease / hypothecation endorsement in RTO records. For bike, this fee is ₹500
Bike ownership transfer documents
Following are the documents required to transfer bike ownership :
- Original RC
- 2 nos. of duly filled & signed Form no.29
- 2 nos. of duly filled & signed Form no.30
- Copy of valid insurance
- Copy of valid pollution under control certificate
- Copy of address proof of buyer (voter card/ passport/ telephone (BSNL/MTNL) /electricity bill/Adhaar /Govt Bank account)
If there was loan or hypothecation on bike then additional documents required would be :
- A certificate from financier (Bank) for having retained full dues
- 2 nos. of Form no. 35 duly filled & signed by registered owner
Bike name transfer form
- Form 28: Certificate of No Objection (NOC). Seller must submit three copies of this form for bike ownership transfer. It is required only if you want to transfer bike from one state to another state.
- Form 29: Notice for transfer of bike ownership. This form informs RTO about sale of bike. Seller must submit two copies of Form 29.
- Form 30: Report for transfer of bike ownership. This form confirms details given in Form 29. You must submit two copies of this form to RTO.

I am purchasing a used bike in Delhi . My Aadhar has address of my home town Lucknow. Is it necessary to change the address on Aadhar?
Yes,as per new RTO process in Delhi, Aadhaar of buyer is mandatory for RC transfer. Aadhaar must have Delhi address. If your Aadhaar shows Lucknow address, you should update it to Delhi address before starting RC transfer process.
If the bike sold to some person and the purchaser of bike is not transferring in his name then who will be responsible for any incident happened to the bike?
If bike is sold but ownership is not transferred in RTO records, responsibility remains with seller. RTO still shows seller as registered owner. So any accident, traffic violation, or legal issue related to bike will be responsibility of seller until RC transfer is completed.
I have purchased a used bike. Insurance of it has been expired. I am buying new insurance for RC transfer purpose. Insurance should be in the name of seller or buyer ?
Valid insurance is required for RC transfer. Insurance can be in name of seller or buyer. But it is better to buy insurance in name of buyer (new owner). If insurance is in name of seller, you must later apply for insurance transfer. Also, if accident happens, claim process can become difficult. So buying insurance in name of new owner helps avoid future problems
