The transfer of ownership of a vehicle is to be applied in the concerned motor vehicle office where the vehicle is registered.
There could be 3 scenarios and the process of transferring ownership depend on the different scenarios- 

  • Same RTO
  • Different RTOs within the same state
  • Inter-state Transfer

Moving within the same city - Just visit your local RTO with the required documents and application. And you will get RC transferred

Moving the car to a different city but within the same state - You can apply at either the RTO where the car is registered or the buyer's new RTO. 

Moving the car to a completely different state. There could be 2 scenarios - Bringing a vehicle into your state or taking a vehicle out of your state


Bringing a car into your state:


  1. Get a NOC from the RTO in the state where the car is currently registered.
  2. Re-register the car in your new state and pay the road tax there.

Transfer the ownership (RC) to your name in your new state's RTO.


Taking a car out of your state:

  1. Get a NOC from your state's RTO.
  2. Re-register the car in the buyer's new state and pay the road tax there.
  3. Transfer the ownership to the buyer's name in their new state RTO.

1. Can we transfer RC online in Delhi?

RC transfer in Delhi is online . Application can be filled online. Fees can be paid online . Physical submission of application forms and supporting documents to the concerned RTO is to be done through speed post .


Following are the steps for RC transfer in Delhi : 


  • Visit the official website of parivahan
  • Select ‘Vehicle related Services’
  • Select ‘State’ and input the ‘RTO number’, then click ‘Proceed’
  • Select ‘Apply for Transfer of Ownership, Change of Address, Hypothecation [Addition/Continuation/Termination], Duplicate RC)’
  • Enter your vehicle details as a Vehicle Registration No. and the last five characters of chassis number
  • Fill up the application detail carefully
  • Deposit Requisite RTO fees online

3. What documents are needed for RC transfer in Delhi?

If transfer of vehicle ownership in Delhi is happening from individual to individual name, following are the documents required :


  • Original RC 
  • Dully filled Form no.29
  • Dully filled Form no.30
  • Copy of valid insurance
  • Copy of Aadhar card of buyer (Address on Aadhar should be of Delhi only & Mobile no. should be updated on it)
  • Copy of Aadhar card of Seller (Address on Aadhar should be of Delhi only & Mobile no. should be updated on it)
  • Copy of valid pollution under control certificate
  • Copy of G.I.R./Pan no. or Form no. 60/Form no. 61 (in case of cars only)
  • Bank NOC and 2 nos of form 35 ( In case vehicle was under loan or hypothecation)


4. Is OTP required for RC transfer in Delhi?

Yes, OTP is required for RC transfer in Delhi.  Vehicle ownership transfer process is online in Delhi and its Aadhar based. EKYC is done through Aadhaar of seller and buyer. OTP is sent to the mobile number of registered mobile number of seller and buyer linked with Aadhar card.

5. What if RC is not transferred?

RC not transferring after sell/ buy is an offence as per motor vehicle act. The application for ownership transfer of vehicle should be submitted in the RTO within 30 days from the date of sell/ purchase. Seller may be held responsible for any crime, challan related to that vehicle. So, its in the interest of seller to process RC transfer in the RTO immediately after the sell of vehicle.

If the buyer intentionally doesn't  proceed to RC transfer in his name, seller can give written complain to the concerned RTO. RTO in such case blacklist that vehicle. Seller by doing so becomes liability free from any offence occurred in the future.   

6. I want to sell my car . There is loan running on the car . Is it necessary to re-pay the loan on car before selling it ?

Yes, its necessary to do complete re-payment of loan on the vehicle before selling it .  The transfer of vehicle ownership can not be done if there is Hypothecation on the vehicle in the RTO records .
