6. What happens if I get an NOC from Faridabad but my plans change and I don't move?

If you have taken NOC from Faridabad RTO and later your plan changed and you are no longer moving to other state, then you need to cancel this NOC.

Cancellation of vehicle NOC is 2 stage process :

Get Non migration certificate or non utilization certificate from the RTO for which NOC was taken
Apply for NOC cancellation to the RTO from which NOC was issued originally

Yes, you will have to pay road tax again. Road tax is paid to the particular state Govt. where vehicle is registered. Suppose you are moving your vehicle from Haryana to Maharashtra, then you need to pay road tax to Maharashtra Govt. while re-registering vehicle in Maharashtra. After re-registering your vehicle you can claim for road tax refund from Haryana Govt.

10. Can I submit my NOC file to any RTO in Faridabad ?

No, application for vehicle NOC can be submitted in the Faridabad RTO where vehicle is registered. It can not be submitted in any other RTO. For example if vehicle is registered in Faridabad RTO (HR51), application can be submitted in Faridabad RTO only. It can not be submitted in Ballabhgarh RTO(HR29).

Bike NOC issued from RTO never expires . It is valid till we re-register it in the new RTO.

The penalty amount for late re-registration is :

Bike - Rs. 300/ month

Car - Rs. 500/ month

Also there is interest amount charged on the road tax payable on pro-rata basis.
