Why vehicle NOC is required 

If you are planning to stay in the new place for shorter duration, then you don’t need to do anything. As per motor vehicle act, if you are planning to stay in the new place outside of Maharashtra, you have to apply for a change of address and re-registration.

To apply for the change of address, you have to get a NOC (No Objection Certificate) from the home state RTO where the vehicle is registered.

Road tax refund

While transferring your vehicle from one state to another , you need to pay road tax again in the new state. However you can claim for road tax refund from the parent RTO.

Here is the steps to get road tax refund

  • Get vehicle NOC from the parent RTO
  • Register your vehicle in the new state and pay road tax
  • Submit the new RC copy, the old RC copy, and the other required documents to the old RTO
  • The RTO processes refund of road tax

NOC cancellation

If you have taken your vehicle NOC from RTO and later you changed your plan or it was issued for wrong place , then you need to cancel this NOC. Its 2 stage process :

  • Get Non utilization certificate or non-migration certificate from the RTO for which NOC was issued
  • Submit the RC, NOC and non utilization certificate to the parent RTO. 

?Lets assume you have taken NOC from Mumbai to Hyderabad . Now you want to cancel this NOC. In this case you will have to get Non migration certificate from Hyderabad and then cancellation of NOC will be done in Mumbai.

1. Can I get NOC online in Maharashtra?

      2. Does my vehicle need to be physically present at the Mumbai RTO to get an NOC?

      No, vehicle is not required to be presented at Mumbai RTO to apply for NOC. Only you need to take pencil impression of chachis no. on form 28. Application on form 28 along with other supporting documents should be submitted in the RTO to get vehicle NOC.   

      3. What happens if I get an NOC from Mumbai but my plans change and I don't move?

      If you have taken NOC from Mumbai RTO and later your plan changed and you are no longer moving to other state, then you need to cancel this NOC. 

      Cancellation of vehicle NOC is 2 stage process :

      • Get Non migration certificate or non utilization certificate from the RTO for which NOC was taken
      • Apply for NOC cancellation to the RTO from which NOC was issued originally 

      For example, if NOC was taken from Mumbai to Bangalore, then Bangalore RTO will issue non migration certificate and you will have to apply for NOC cancellation at Mumbai RTO.

      4. How long car NOC is valid in Mumbai?

      Vehicle NOC issued  from RTO never expires . It is valid till we re-register it in the new RTO.

      NOC for vehicle should be submitted to the new RTO within 30 days from the date of issue NOC . Beyond 30 days there is late fine when you will go for re-registration of vehicle. 

      The penalty amount for car is Rs. 500 per month. For bike penalty is Rs. 300 per month.  

      5. If I move my vehicle from Mumbai to another state, do I have to pay road tax again?

      Yes, you will have to pay road tax again. Road tax is paid to the particular state Govt. where vehicle is registered. Suppose you are moving your vehicle from Mumbai to Karnataka, then you need to pay road tax to Karnataka Govt. while re-registering vehicle in Karnataka. After re-registering your vehicle you can claim for road tax refund from Maharashtra Govt. 

      6. What is the procedure to transfer two wheeler from Mumbai to Bangalore?

      • Getting NOC of the vehicle from Mumbai RTO

      You will get road tax refund for the remaining period from the date of issue of NOC, on pro-rata basis. 

      Vehicle road tax for private vehicle is paid for 15 years. Suppose you are moving your vehicle from Mumbai to Bangalore after 5 years from the date of registration. You are entitled to get refund of road tax for 10 years of unused period on pro-rate basis.

      8. Can I submit my NOC file to any RTO in Mumbai?

      No, application for vehicle NOC can be submitted in the Mumbai RTO where vehicle is registered. It can not be submitted in any other RTO. For example if vehicle is registered in Tardeo RTO (MH01), application can be submitted in Tardeo RTO only. It can not be submitted in Andheri RTO(MH02). 

      9. Does bike NOC expire?

      Bike NOC issued  from RTO never expires . It is valid till we re-register it in the new RTO.

      NOC for vehicle should be submitted to the new RTO within 30 days from the date of issue of NOC . Beyond 30 days there is late fine when you will go for re-registration of vehicle. 

      The penalty amount for late re-registration is :

      Bike - Rs. 300/ month

      Car  - Rs. 500/ month

      Also there is interest amount charged on the road tax payable on pro-rata basis.

      10. Can I ride a Bangalore registered bike in Mumbai?

      You can ride bike in Mumbai for 1 year period as per motor vehicle act. After this period its compulsory to take NOC and  re-register the bike in Mumbai.

      11. How to cancel NOC for car/bike transfer issued by RTO Mumbai?

      If you have to cancel the issued NOC for vehicle for any reason, you can do it. It needs to get non migration certificate from destination RTO and then submit it for cancellation of NOC at RTO Mumbai.

      12. Where can I apply for a NOC for vehicle in Mumbai?

      13. I am moving permanently to Mumbai from Chennai . I have shifted my car to Mumbai as well . Since I need to pay road tax again in Mumbai , will I get refund of my road tax in Chennai ?

      Ideally you should get refund of the road tax what you had paid at Chennai RTO . However process is cumbersome and requires a lot of patience and run around the offices .  Process to get refund is :

      • Re-registration of car at RTO Mumbai
      • Submission of application of refund at Chennai RTO  along with copy of Mumbai registered RC .
      • Follow up with the RTO office
      • Getting refund of road tax amount on pro-rata basis 

      14. Do we need to submit an original RC for NOC in Mumbai ?

      In Mumbai , Original RC is mandatory for NOC application. You get original RC back along with NOC. In case you dont have original RC or have lost RC, then you need to apply for  duplicate RC first . Once you have RC you can apply for vehicle NOC.

      15. I have taken NOC for my car 3 years back, but I didn't register it in the new RTO. Now I want to register. How much will be the late fine ?

      To re-register car now, you will have to pay 2 types of late fine :

      • Rs. 500 late fine per month
      • Interest on the road tax payable amount . Normally its 1% per month on the road tax amount. 

      16. What happens if I have pending traffic fines (challans) when I apply for an NOC?

      You need to clear pending traffic fines first before applying for vehicle NOC. If you do not clear pending Challan application will not be processed.
