Passport for minor
In India, any individual under age of 18 is considered a minor. A minor must apply for a separate passport as per the Indian Passport Act. There are two categories of minor passports based on age:
- Children below 15 years: Eligible for a 5-year validity passport.
- Children between 15 and 18 years: They can choose between a 5-year or 10-year validity passport (valid until they turn 18).
Parents need to apply online for passport for minors using the official website of Passportseva. It needs to fill out a form online, make a fee payment, and schedule an appointment for a PSK visit on the same website. On the appointment date, parents have to visit PSK with their child for document verification. After submissions and verification at PSK, police verification will take place at a police station near your present address. Following these steps, you will get your minor passport at your address in 25 -30 working days.
There are two modes of passport application for minors, i.e., normal and tatkal. It takes around 25-30 days for passport processing in normal mode, but you can get your minor passport in 2-3 days using the tatkal mode of application.
Do both parents need to be present for child passport in India?
Ideally, both parents should be present at the Passport Seva Kendra (PSK) while applying for the minor’s passport. However, if one parent is absent (for example, living abroad), the present parent can apply for the passport with the required consent form (Annexure D) from the absent parent.
Documents Required for Minor Passport
Parents or guardian has to submit documents while applying for passport for minor. It needs to submit documents to the PSK (Passport Seva Kendra). Following is the list of documents required in general for passport application for minors.

Documents Required for Minor Passport in Special Cases
- Aged 15-18 (10-year validity): Proof of Non-ECR category.
- Divorced Parents: Submit a certified copy of the court order.
- Separated (Not Divorced) Parents: Provide Annexure C.
- Single Parent (Out of Wedlock): Annexure C is needed.
- One Parent Deceased: Death certificate of the deceased spouse.
- Application by Legal Guardian: Court decree or legal order appointing the guardian.
- Parent(s) Residing Abroad: Annexure C required.
- Children of Govt/PSU Employees: Original Identity Certificate (Annexure A).
- Parents with Valid Passports: Attested photocopies of either or both passports.
- One Parent Not Giving Consent: Annexure C must be submitted.
- Adopted Child: Court-attested adoption deed with child’s photo.
Passport fees for minor
The fee for the minor passport varies according to the scheme selected. It also depends on the validity of the passport and the age of the minor. There are different fee structures for fresh passports and passport renewal.

How to apply for passport application for minors?
The procedure of passport application for minors is similar to that of an ordinary passport application for adult in that changes occur in documents and charges.
The parents or legal guardians of the child can apply for a passport. Here are the steps for applying for a passport application for minors.
- Register the applicant on the Passport Seva Website.
- Create a login ID and password
- Click on apply for a Fresh passport. Enter details related to passport type
- Enter the applicant details and fill in the application form
- Make payment of fees required as per mode normal or tatkal for PSK
- Schedule an appointment for a passport for minors at passport seva Kendra
- Once you have submitted the online application form for the passport successfully, Download the application form and take print out of it. Take the payment receipt.
- Parents/Guardians need to visit selected PSK on appointment date and time with passport application and documents
After successful submission of the application form and documents at PSK, police verification is required for a minor passport with a validity of 5 years or 10 ears.
Note: Police verification for minor passport (5 years validity) is not required if minor’s either or both parents hold a valid passport and the name of either parent is mentioned in his/her spouse′s passport.
Procedure to apply for a Infant Passport
The applicant’s parents or guardians need to follow the same steps mentioned above for the online application of an infant passport, i.e., for children below 4 years of age. While visiting the PSK or POPSK on the appointment date, it is necessary to carry a passport photograph of size 4.5 cm in length * 3.5 cm in width for passport application.

Here are some of the important points to know about minor passport before starting passport application for minors
- Authorities do not allow endorsing a child’s name in the parent’s passport. Not even in the case when the baby is 1 month old. You need to apply for a fresh passport. To apply for a passport for minors in India you must have the documents required for a kid’s passport
- Ideally both parents should be present at PSK/POPSK while application or one parent may be present with passports of both parents.
- If one of the minor’s parents is in a foreign country, the passport application process requires them to submit an consent copy of other parent in Annexure D along with minor’s passport application.
- It is not mandatory for both parents to have a passport if one parent is in a foreign country.
- When a minor is living with their legal parents or guardian, he/she needs to take the consent of both parents while applying for the passport and submitting the documents required for a minor passport.
- Indian passport for minor consists of 36 pages booklet. Unlike the passport of an adult, the minor’s passport validity depends on the age of the minor.

You can reach 15 minutes prior to the appointment time. Authorities advise minors to go with their parents without waiting in line.
At PSK, the officials will take the biometric prints of fingers and iris, along with the photograph. After completing the verification process, they will issue a receipt to you. Keep this receipt for police verification.
When the police verification is done for 10 years validity minor passport —it will take 30 days to get your passport for minors in India and 5-7 days in the case of a Tatkal passport.
