Ministry of External Affairs delegated attestation work to regional passport offices and branch secretariats. Process includes verification from local, state, central, and diplomatic authorities.

1. District Level – This is first step in attestation process. Verification is done by notary, issuing institution or Chamber of Commerce for business documents.

2. State Level – Based on document type, verification is done by one of following authorities:

• State Home Department (SHD)
• Human Resource Department (HRD)
• Sub-Divisional Magistrate (SDM)
• SDM works independently but verification is treated as state-level approval.

3. MEA Attestation – Ministry of External Affairs verifies document and applies MEA stamp. This step confirms document authenticity for international use.

4. UAE Embassy Attestation – Final step is done by UAE embassy or consulate. This confirms document is valid.

After documents are sealed and signed by their respective authorities, UAE certificate attestation process is complete. Now attested documents will be considered legitimate.
