Under normal sale, you can apply online on Parivahan official portal for RC transfer at respective RTO. After filling out online form, submit it to the RTO along with the required document. You will get your RC with owner name change in 30 days.

If your original RC has lost, you have to file police complaint for it. After FIR copy, you can apply for duplicate RC at RTO where your vehicle is registered.
