How to Apply For Passport of a Minor?

Ministry of External Affairs has simplified its procedures for issuing passport for minor children. The procedure for applying passport for minor children at the Passport Seva Kendra (PSK) with regard to presence of parents is as follows: if both the parents are able to visit the PSK, the passport application with prescribed documents along with Annexure H is enough for applying passport, signed by both the parents, and presence of both the parents OReither parent with passports of both the parents.Annexure H could be submitted in plain paper in the prescribed format.

If one parent is abroad and other parent is in India, Annexure G should be submitted by the parent at the PSK or the parent residing abroad can submit Annexure H duly attested by the Indian Mission/Post abroad and other parent may sign it.

The application can be accepted in the presence of one parent.If both the parents are residing abroad, they need to appoint a local guardian who can submit the application. The parents need to make a joint sworn affidavit duly attested by the Indian Mission/Post abroad.

Besides the local guardian of the minor child, if he or she is not the grandparent of the child, one has to submit an affidavit with two responsible persons. Annexure C is applicable where the details and whereabouts of the other parents are not known. The single parent with whom the child is residing may submit Annexure C. Annexure G is applicable in all cases where the parent submitting the application is unable to get the consent of the other parent for obtaining passport of the child. This will include physical unavailability of the other parent at the time of submission of the application.

However, for applications submitted along with Annexure C and Annexure G, passport could be issued only based on police verification report.

Given below are the steps that one needs to follow in order to apply for Passport of a Minor -

Register and create an account at passport Seva Website : http:// passportindia.gov.in/
Every individual will be given a unique ID and password. Login with your ID and password.
Enter the account and fill in the application form.
Submit the filled in form online and complete the payment procedure.
Print out the receipt of online payment.
Book an appointment at the nearest Passport Service Kendra (PSK)
Visit your RPO or Passport Seva Kendra as per fixed appointment with print out of receipt. Also carry all documents in original and self-attested photo copies.

Documents required for passport-If you are applying for Passport of a Minor

If parents wish to procure passport for a minor, the following are the documents that will have to be furnished by them

'Annexure- I' (when a minor between 15-18 years of age applies for a full validity 10 year passport OR in case either parents who do not hold valid Indian passport while applying passport for their minor child), as the case may be.

Unless specified, it will be assumed that both parents have given their consent for the same.

Current address proof in the name of the parent(s) will have to be provided
Original and self-attested copies of the parents’ passport will have to be provided to the Passport Seva Kendra for verification of particulars in case both parents possess the passport
Documents of minors will have to be attested by parents
Until the minor is 18 years old, he/she will be eligible for Non-ECR passport wherein Emigration check is not required
Original documents along with a set of self-attested photocopies of the originals will have to be furnished at the Passport Seva Kendra for processing

For Adopted Children:

In case of Adopted Children the following documents are to be furnished:

Valid adoption deed registered as per Indian laws.
In the case of Christians, Muslims and Parsis, a court order granting guardianship and allowing the child to be taken out of the country.
Copy of the guarantee executed before the Court concerned.

Fees -

1000 - Fresh passport or Renew passport for Minors (below 18 years of Age) with 5 year validity or till the minor attains the age of 18, whichever is earlier (36 pages).

3000 - Fresh passport or Renew passport for Minors with expedited ('tatkal') service.

Duration:

Time mostly depends on whether Police Verification is required or not. If police verification is required then it normally takes around 3-4 weeks. If police verification is not required then generally it takes around a week to get passport for a Minor.
