Driving Licence is issued by the Regional Transport Office ( RTO), in the jurisdiction of which the applicant lives.  A person should be a minimum of 18 years old to apply for a driving licence.

A driving license is issued for 4 categories of vehicles :

  1. Non-Gear Motorcycle
  2. Motorcycle with gear
  3. Light motor vehicle (LMV)
  4. Heavy motor vehicle (HMV)

The validity of the driving license is 20 years or the till the attainment of the age of 50 years. Driving  License can be renewed after expiry of it.

Application for Driving Licence is a two-stage process :

  1. Learning  licence
  2. Permanent driving licence

First Learning Licence is issued. After one month of learning licence issued, the permanent licence can be applied for.

Learning Licence

In the process of getting a driving licence, First Learning  Licence is issued. Upon submission of the application form along with supporting documents, the applicant has to undergo a computer-based theory test.

A computer-based test consists of ten multiple choice objective type questions. The applicant has to correctly answer a minimum of six questions to clear the test.

After successful clearance of the test, a learning driving license is issued. The Validity of the learning driving license is six months. Applicant can apply for a permanent driving license after one month of learning license issued date and before six months or the expiry of the driving license.

Permanent Driving Licence

Permanent Driving License can be applied after one month from the date of issue of learning license.

During the permanent Driving License procedure, the applicant has to undergo the practical test, i.e. he/ she has to show driving skill on wheels.

If passed successfully applicant will be issued Driving Licence.

International Driving Licence

To drive a vehicle in a foreign country, an Indian driving license alone is not sufficient.  Along with Indian Driving License,  International Driving License or international driving permit is required.

An international driving license is issued by the RTO from which a driving license is issued.  The physical presence of the applicant in the RTO is mandatory. The validity of an international driving license is one year.

Driving Licence for foreigners in India

In India, foreigners too can apply for Driving License. Its validity period is one year.

Its a two-stage process. First Learning Driving License is made. After 30 days Permanent driving license is made.

Learning Licence for foreigners

The first stage of getting a driving license is an application for a learning driving license. After submission of the application form along with supporting documents, an appointment is being given for the test.

This test is theoretical in nature and tets the knowledge of common driving rules. It consists of multiple-choice type objective questions. The total number of questions is ten and to clear the test one has to correctly answer a minimum of six questions.

Commercial Driving Licence

To drive a heavy vehicle in India, a commercial driving licence is required.

Eligibility condition for commercial driving licence

  1. 1 year of Driving experience ( should have valid Indian driving licence more than 1-year-old)
  2. Minimum age of 21 years
  3. Applicant should be minimum 8th passed

Process for commercial driving licence

Minimum 30 days are required to get a commercial driving licence. It’s a 2 stage process.

The first learning licence will be made. After 1 month of issue of learning driving licence, a permanent driving licence is issued.

Learning Licence

The first stage of the commercial driving licence process is learning driving licence. Application has to be submitted along with supporting documents. If all the documents are OK as per the requirement, there will be a computer-based theory test.

The theory test consists of 10 questions. It’s a multiple-choice type objective question.

To clear the test, one must answer a minimum of 6 questions correctly.

Upon successfully clearing the test, a learning commercial driving licence is issued.

The validity of the learning driving licence is 6 months. One must apply for a permanent commercial driving licence before the expiry of this. Also, it can be applied for only after 30 days from the date of issue of the learning licence

Permanent Licence

Application for the permanent licence can be submitted, after 30 days of the issue of the learning licence. During the permanent licence process, there will be a practical test and the applicant will have to show his/her driving skill driving a heavy vehicle.

Documents required for  heavy Commercial driving Licence permanent

  1. Copy of valid learning commercial driving licence
  2. Copy of educational certificate
  3. Copy of Address proof ( voter id, passport, Aadhar, Electricity bill, Telephone bill )
  4. Copy of date of birth proof ( birth certificate, 10th certificate, PAN card, passport)

Driving Licence Renewal

Validity of Driving licence is 20 years or till the attainment of the age of 50 years, whichever happens, earlier. Renewal of driving licence is required after the expiry of it.

After 50 years, the driving licence needs to be renewed every  5 years.

A driving licence can be renewed not less than one month before the expiry of it and can not be renewed after 5  years from the date of expiry.  There is a late fine of Rs. 1000 per year from the date of expiry if an application for renewal of a driving licence is submitted late.

There is a grace period of 30 days from the date of expiry of the driving licence. During this period there is no late fine.

  3. 2 passport size photograph
  4. Medical certificate if age crossed 50 years

Duplicate driving licence

In case of loss, theft or mutilation of driving licence, a duplicate driving licence can be applied. Application for duplicate driving licence is to be submitted in the same RTO from where the driving licence was issued originally.

Validity and other particulars in the duplicate driving licence remain the same as in the original driving licence.
