RTO Issues Learning License in India. Before you can get a driver’s license, you need to get a learning license for the relevant vehicle class. To get a learning license, you need to pass a computer-based exam to test your knowledge of road traffic regulations. The fee for learner’s permit is ₹150 per vehicle category.

- First, go to the Parivahan Portal
- Click on Drivers/ Learners License
- And then you have to choose your state from the drop down
- Click on “Application for New Learner’s License”

- Visit the Road Transport Office (RTO) on the scheduled date. Carry your original documents and the fee receipt.
