Initially they charge normal fees for tatakl applicant as well and if everything goes right then they will ask you to pay extra for tatkal fees.
Hence initially fees would be same for both type of applicant. Later on Tatakal applicant have to pay extra,.
But beleive me,, tatakl applicant will get passport late or will be rejected because many complication there
