Gujarat RTO Vehicle Services Guide

1. New Vehicle Registration in Gujarat

  • Get Form 20 from dealer, RTO or Parivahan website
  • Fill the form with owner details, chassis number, and engine number
  • Collect required documents like Form 21, Form 22, invoice, ID proof, address proof, insurance, temporary RC and photos
  • Pay fees and road tax online or at RTO
  • Vehicle inspection: officer checks details, matches numbers, and verifies emissions
  • Wait for RC. You will receive it by post in 1–2 weeks
  • Fix HSRP number plates from approved vendor

2. Transfer of Vehicle Ownership

  • Fill Form 29 and Form 30 (2 copies each)
  • Get bank NOC (Form 35) if vehicle was on loan
  • Collect documents like original RC, insurance, PUC, ID proof, address proof, and photos
  • Submit application at RTO within 14 days of sale
  • Pay transfer fee
  • RTO checks records and issues new RC in buyer’s name

3. RC Renewal (after 15 years) in Gujarat RTO

  1. Fill Form 25.
  2. Collect documents ( old RC, PUC, insurance, tax receipts).
  3. Apply 60 days before expiry at the RTO.
  4. Pay renewal fee & any tax due.
  5. Vehicle inspection for safety & emissions.
  6. Get renewed RC for next 5 years.

4. Re‑register Vehicle from Another State

  1. Get NOC from old RTO (Form 28)
  2. Get bank NOC (Form 35) if vehicle was on loan
  3. Bring your vehicle to Gujarat
  4. Fill Form 27 for new registration number
  5. Collect documents – old RC, insurance, PUC, ID proof, new address proof, chassis imprint, and entry proof
  6. Submit application at local Gujarat RTO
  7. Pay road tax and required fees (you can claim refund from old state later)
  8. Vehicle inspection by RTO
  9. Receive new Gujarat RC

5. Change of Address in RC in RTO

  1. Fill Form 33.
  2. Attach new address proof + old RC.
  3. Pay small fee.
  4. Get updated RC by post.

6. Add / Remove Hypothecation

Add (new loan)

  1. Form 34 + loan papers.
  2. Submit with RC & insurance.
  3. Pay fee → RC shows bank name.

Remove (loan closed)

  1. Bank NOC + Form 35.
  2. Submit with RC, insurance, PUC.
  3. Pay fee & RC comes back without bank name.

7. Duplicate RC (lost / damaged)

  1. File FIR at police; keep copy.
  2. Fill Form 26.
  3. Add insurance, PUC, ID proof, chassis print.
  4. Pay fee and submit.
  5. RTO issues duplicate RC.

8. Vehicle Fitness Certificate (mainly commercial)

  1. Form 38 + fee.
  2. Vehicle test – brakes, lights, emissions.
  3. After you pass, fitness certificate will be printed (valid 1 yr for heavy, 2 yrs for others).

9. No‑Objection Certificate (move to another state)

  1. Form 28 (3 copies).
  2. Clear fines & taxes, get bank NOC if loan.
  3. Submit with RC, insurance, PUC.
  4. Pay fee and RTO will give you NOC.
