Police Clearance Certificate (PCC) is issued to Indian Passport holders in case they have applied for Residential Status, Employment or Long term visa or for immigration.

A PCC  certifies to state that there are no criminal records  against the  individual  apply for a police clearance certificate

Individuals going abroad on Tourist Visa do not need it.

A police clearance certificate is not a Passport service.

Indian police authorities issues PCC as a distinct miscellaneous service

It does not form an integral part of the Passport service.

The process includes registering and logging in to the Passport Seva Online portal, then download and fill the form.

After that upload the filled form in XML file format.

Meanwhile, pay and schedule an appointment.

Finally, Visit the Passport Seva Kendra (PSK)/Regional Passport Office (RPO) for the booked appointment, along with original documents.

Points to note before applying for PCC

The competent authorities in India decided that henceforth PCC will issue after receipt of fresh police verification on the PCC application.

This will apply to all categories of applicants.

All PCC applications are accepted only with a valid Passport and not with passport reissue applications.

PCC may be applied after reissuing of passport if it is due for renewal.

Applicant must note that if while applying for PCC, he/she is providing details in PCC application which are different than details available in his/her passport (such as name, place of birth, any discrepancy in parents’ name, change in marital status, addition/deletion of spouse name),

The applicant should instead of applying for PCC, should first apply for reissue of a passport with changed/current particulars. After the reissue of the passport with changed particulars, the PCC application must be submitted at the BLS.

Purpose of Police clearance certificate

The purpose for applying of PCC may be required by for Indian or foreign nationals who are residing or have resided in India, are stated below.

  • Applying for residential status
  • Employment purposes
  •  Applied for long term visa
  •  Seeking immigration

Step by step process to apply PCC online

Firstly, Register through the Passport Seva Online Portal. (Click on “Register Now” link on the Home Page).

Secondly, login to the Passport Seva Online Portal with the Login ID created in Step 1

Thirdly, click Apply for Police Clearance Certificate” link

Fourthly, fill in the required details in the form and submit.

Fifthly, select the Pay and Schedule Appointment link on the “View Saved/Submitted Applications” screen to schedule an appointment.

Online Payment is mandatory for booking appointments at all PSK/POPSK/PO.

Select any one of the following online payment modes: 

  • Credit/Debit Card (MasterCard and Visa)
  • Internet Banking (State Bank of India (SBI) Associate Banks and Other Banks)
  • SBI Bank Challan

Sixthly, click the Print Application Receipt”   containing Application Reference Number (ARN)/Appointment Number.

Note: Carrying printout of Application Receipt is no longer required.

For proof of receipt at the Regional Passport office, you can produce the message sent to your mobile phone with your appointment details.

Seventhly, visit the Passport Seva Kendra (PSK)/Regional Passport Office (RPO) where appointment has been booked, along with original documents.

Offline procedure for application of police clearance certificate

Firstly,  download the e-Form through the “Download e-Form link available on the Home Page

Secondly, fill the downloaded e-Form and click the Validate and Save button in it. This will generate an XML file, required later for uploading in the system

 Thirdly, register through the Passport Seva Online Portal. (Click on “Register Now” (link on the Home Page).

Fourthly, login to the Passport Seva Online Portal with the registered Login Id.

Fifthly, upload the XML file (generated in Step 2) through the Upload e-Form  upload the XML file is accepted by the system.

Sixthly, Click the Pay and Schedule Appointment link on the “View Saved/Submitted Applications” screen to schedule an appointment.

Note:
  • Only emergency/medical cases and preapproved categories may visit Passport Seva Kendra without an appointment. Service will be provided at the discretion of Passport Seva Kendra in-charge/Passport Officer.
  • In case of minor applicants (below 4 years of age), carry the recent passport size photograph (4.5 X 3.5 cm) with white background.
  •  In case, the applicant does not visit the Passport Seva Kendra within 90 days from the online form submission. Resubmission of application form is required.

Document required :

1. Documents needed to submit an application of PCC going to Ecr Countries for employment 

Old passport in original with self-attested photocopy of the last two pages of observation

Proof of address(in case change of address)

Self-attested copy of employment contract with foreign employer/ duly attested by the Indian Mission/ permission letter from the concerned Indian Mission/post

Copy of valid visa ( in case a visa is already obtained) along with official English translation, if a visa is not in English.

2. Documents needed for the application of Police clearance certificate emigrating to Non – Ecr Countries:

Old passport in original with self-attested photocopy of the last two pages of observation

Proof of address(in case change of address)

Documentary proof of applying for residential status, Employment ( copy of Employment contract) or Long term visa or for immigration

 3. Pcc for dependant family members of a person residing/ emigrating  into / both ECR and Non- ECR Countries:

Old passport in original with self-attested photocopy of the last two pages of observation

Proof of address(in case change of address)

Sponsorship declaration by the person who is sponsoring the emigration of the PCC applicant

List of ECR countries

They are:

United Arab Emirates, Yemen, Kingdom of Saudi Arabia, Sudan, Qatar, Afghanistan, Oman, Indonesia, Kuwait, Syria, Bahrain, Lebanon, Malaysia, Thailand, Libya, Iraq and Jordan.

Conclusion

In conclusion, an official document issued by the Indian police is a police clearance certificate.

 It identifies any criminal records that an individual may have against their name and provides a clearance certificate if such records are clear.

You do not need a PCC for a tourist visa.
