In India, traffic offenders are usually penalized using a challan, which is a document that details the infraction and the punishment. However, traffic cops lack the resources and manpower to apprehend every single infraction. The Ministry of Road Transport and Highways responded by implementing the traffic electronic challan or e-challan, system. The main goal of this system is to create fines for traffic violators digitally, decrease the need for manual human interaction, and keep track of offenders in a database.

You may get E-challans, or electronic traffic police challans,  in two ways:

  1. When a car is pulled stopped by traffic cops for breaking the regulations,

Because only a few cities in India have automated systems for issuing online e-challans, traffic police officers in other cities use internet-enabled software linked to the RTO database to do so.
