When you apply for a PAN card for the first time online, the Income Tax Department (ITD) allots a PAN number to the applicant. Thereafter, Protean downloads the PAN and delivers it to your home address along with the allotment letter. Since June 2004, Protean has accepted all types of PAN card applications for the Income Tax Department via its chain of TIN facilitation centers and PAN centers all over India. NSDL is now Protean e-Gov Technologies Limited.
If you have never applied for a PAN card but want to now, the ITD has notified all about two forms following November 2011. There are two types of applications for PAN allotment depending on the citizenship of the person: -
Again, you can request a reprint of your PAN card if you update your PAN details or misplace your original PAN card. This process is called application for a “new PAN Card/Changes and Corrections in Pan Card”.
You can apply for a new PAN card offline or online.

Offline New PAN card Apply:
You can simply walk into any PAN centres or TIN Facilitation Centres of NSDL to apply for a new card. The centres are equipped with all facilities for all types of PAN card services. Locate a Protean-approved PAN centre/TIN Facilitation Centre at PAN Centers/ TIN Facilitation centres. Just search by Pin code or your city to get the list of all NSDL PAN Centres near you. Visit your nearest NSDL PAN centre with copies of all three supporting documents and filled-in, photo-affixed and signed completed new PAN application. Thereafter, you have to verify your documents with e-KYC and pay the fees. You will receive an acknowledgement form after you have submitted the new PAN application. New PAN card applications are available at the Centres also.

You must enclose a copy of your Aadhar card and the envelope should reach the NSDL office in Pune within 15 days.
These centres also accept NSDL online completed applications. Designated centres accepting Online PAN documents.
Offline procedure for UTIITSL website
You can send the printed online completed application to a UTIITSL branch if you apply via the UTIITSL website. You can locate your nearest UTIITSL branch on UTIITSL| Branch Locator. Just select your nearest city from the drop-down list of the “Branch Locator”. 5. Collect Xerox copies of the POI, POA and Proof of Birth you had selected in the online application which you wanted to forward physically.
6. You have to send the documents below to your nearest UTIITSL branch for processing of PAN.
